Citizenship and Fiscal Control: an experience of citizenship participation in institutional control in Colombia and Honduras

This publication presents a description of the experiences of citizenship and civil organizations participation in institutional control developed by the Comptroller General in Colombia and the Superior Court of Auditors in Honduras, between 2000 and 2009. The purpose of this publication is to encourage reflection on the ways and reach of citizen participation in fiscal control by taking intro account transparency, accountability, access to information and public sector responsibility. More information, greater development: a comparative analysis of Open Budget Index 2006-2008. Promoting incidence, monitoring and citizen control of the Nation's General Budget in Colombia.

The International Budget Project -IBP, has developed a methodology from 2005 called Open Index Budget (OBI) to determine the level of transparency and availability of information during the budgetary cycle. Based on the results of OBI in 2006 and 2008, AC-Colombia develops the first attempt of comparative analysis of the results of Colombia in the Latin-American context and makes proposals to promote democratization of the Nation's General Budget in Colombia, by promoting incidence, monitoring and citizen control. The 2007 elections confirmed that there are institutional, individual and cultural reasons that explain women's low participation in politics in Colombia. This publication analyzes the electoral results in the departments of Boyacá, Córdoba, Meta, Risaralda, and Tolima.
