	To give technical advice to State institutions, civil and community organizations to strengthen legitimacy and governance.
	To strengthen democratic abilities of citizens and civil organizations.
	To facilitate the interchange of experiences between managers, business people, officials, citizens and members of civil organizations at a national and international level.
	To contribute to theoretical and practical research on institutional, community and citizen development.
	To foster articulated and associated work between government institutions, civil organizations, and business people to improve the quality of life and environmental care.
