Participation and influence of civil organizations in public policy for the attention to people displaced  by the internal conflict in Colombia.

Despite significant legislative and regulatory progress for addressing the needs of about 2,387,538 people displaced by the internal conflict in Colombia, the recognition of their rights is far from being an effective reality (*).

Recent studies concur in that “is spite the efforts made by the Government in regards to budget and the functioning of the System, the compliance with Constitutional Court Sentence T-022, is far from being adequate” and “reveals the lack of political will to positively solve the equation of budgetary and institutional possibilities and the magnitude and severity, and the magnitude and severity of the problem”. Particularly, the principle of participation and social control in the linkage and active participation of displaced peoples, the organizations and associations of displaced population in the management, formulation, development and monitoring of the Nation Policy for the Attention of Displaced Population; has not been materialized limiting the influence of the beneficiaries in the definition of and attention to their needs.

The objective of the initiative for the “Participation and influence of civil organizations in public policy for the attention to people displaced  by the internal conflict in Colombia” is “to foster informed and qualified participation of the displaced population and their organizations, in the analysis, formulation, management, monitoring and control of public policies addressed to attending to the needs of the displaced population and influence the priorities in the budget allocation of Humanitarian Emergency Assistance and Economic Stabilization, at both the national and local levels, with the purpose of guaranteeing the rights of the displaces population”.

The activities include seminar workshops for the training of civil organizations in 5 cities in Colombia with the greatest number of displaced people; negotiation tables between civil organizations and governmental institutions that make the National System for the Integral Attention to Population Displaced by Violence (SNAIPD, in Spanish) and monitoring workshops. Besides the above, a Manual Guide for training and public deliberation on attention politics for the displaced population, by civil organizations will be developed; as well as an educational video for the promotion of the rights of the displaced population, with emphasis on the principle of participation and social control in the linkage and active participation of displaced peoples, the organizations and associations of displaced population in the management, formulation, development and monitoring of the Nation Policy for the Attention of Displaced Population.



(*) Official sources indicate there could be an under-report of the displaced population equivalent to 30% so figures can be higher up to this percentage.
