Luis Fernando Velásquez Leal
Executive director and legal representative
He is a specialist on deliberation, formulation, execution and evaluation of sectoral public policies for the promotion of citizen participation. He has advised the design of institutional and social strategies for the strengthening of State – Civil society relations. He also advised the institutional redesign for the strengthening of fiscal control through citizen participation, lead by the Organization for the Superior Audit Institutions of Central America and the Caribbean -OCCEFS, the Comptroller General of the Republic of Colombia and the Superior Court of Auditors of the Republic of Honduras, financed by the German Cooperation Agency GTZ, the Canada Found for the Development of Democracy, the Interamerican Development Bank IBD and the World Bank. Currently, he is engaged as an international consultant for different projects for the strengthening of mechanisms for citizen participation and influence in public affairs.

Augusto Jorge Duplat Gutiérrez
Director
Architect of Universidad Nacional de Colombia. Guest columnist for El Tiempo newspaper on issues of urban development, prevention and attention to disasters and environmental management. He has participated in important projects of urban planning at a national level. This projects include citizen participation in social organizations, the creation of small enterprises associated with sustainable environmental development and the use of public space. He has considerable experience in the development and creation of teaching material on topics of civic education, promotion of democracy and citizen participation mechanisms.

Ricardo Correa Robledo

Lawyer of Universidad de Caldas and MA in Political Science of Universidad de los Andes. He is a university professor in the fields of constitutional law at Universidad de Caldas. Also, he is the Director of both the Colombian Institute of Administration –INCOLDA Manizales, and the Institute for Municipal Training –ICAM Manizales, the Secretary General of the National Business Association of Colombia -ANDI and government spokesperson in peace processes. He is a writer and researcher on entrepreneurial issues, armed conflict and peace processes in Colombia. Currently, he is an advisor in the processes of reintegration of the demobilized in Colombia.

She is a specialist on the development, implementation, administration and evaluation of programs for the promotion of democracy, governance, the strengthening and reform of justice systems, access to justice, gender and women's rights, anti-corruption, civil society strengthening, citizen participation and public deliberation, the rule of law and alternative conflict resolution, in Latin America, Africa and Asia.

Aída Constanza Serna Cortés
Director
Doctor in Basic and Social Psychology of Universidad de Santiago Compostela, Spain. Social worker with experience in the design of strategies for training, formulation and evaluation of projects. She is an analyst and evaluator of public policies. She is a researcher on political participation and social movements. She has served as national training coordinator of Fundación Conciencia between 1988 and 1999 where she designed and developed the Red Nacional de Multiplicadores. Also, she developed training activities for demobilized groups of M-19, EPL, Quintín Lame and PRT.

Law advisor.
Lawyer with experience in the field of fiscal control as well as the promotion of citizen participation. She is suited for processes of tort and contractual liability of the Colombian State, including direct repair actions, repetition and contractual disputes against the Nation. She has developed skills for the development of instruction manual and internal control procedures, government procurement and legal concepts.

Psychologist of Universidad de la Sabana and masters candidate in ‘informática educativa’ of the same University. She is an expert on working with social virtual networks o the 2.0 web for education and development. She has participated in strategies for the positioning of e-business and web pages. She has worked as a senior consultant for the development of e- marketing strategies for entrepreneurship. She participated as researcher at Stuttgart University in Germany on the psychological aspects of illegal parking in Stuttgart and Waiblingen, presented at the World Parking Symposium in Germany where she was awarded the first Latin American woman in presenting an innovating research, 2005.
